Michael McNulty is the founder and Lead Analyst for McNulty & Associates, Inc. He is a highly experienced Business Development expert in the US Federal Government market.

Mr. McNulty holds both Bachelors and Graduate degrees in Engineering and over 25 years of experience as a Business Development executive, Capture Manager, Program Manager, Proposal Manager and Engineer specializing in Modeling & Simulation.

He has been instrumental in providing Price to Win, Pricing Analysis, and Competitive Assessments on many successful competitive procurements across all Services and the US Federal Government.

Mr. McNulty’s experience includes program values ranging from under $10M to over $3B, spanning all areas of acquisition from R&D to Systems Design & Development to Production, Deployment and Sustainment. Functional areas include Design & Engineering of Major Systems, Large IT Systems, C4ISR Systems, Training Systems, Flight Simulators, and Large-Scale Logistics and Support efforts.

He holds BS and MS degrees in Mechanical Engineering.

Mr. Fier has over 38 years of experience administering highly successful managerial and technical enterprises within fortune 500 companies.

He Provides leadership, training, and oversight across varied operational areas with his has extensive knowledge of business development, capture management, proposal management, price to win/position to win, program management, and finance.

Mr. Fier holds a B.S. in Aerospace Engineering and an A.A. in Aircraft Maintenance.

Certified Cost Estimator / Analyst

Mr. Hodal has been working as a cost estimator for ten years. He has estimated information systems for intelligence, defense and civilian agency procurements.

He specializes in projects with custom software development and in performing risk analysis on these projects.

Mr. Hodal holds a BS in Chemical Engineering with a minor in Economics from the University of Virginia and an MBA from the University of Maryland, Smith School of Business.

Mr. Neubert has over 21 years of government and commercial business, managerial, engineering, technical and finance experience in the aerospace, defense, logistics and transportation industries leading and executing programs, overseeing operations and developing business for the US Government, Fortune 500 and small companies.

He specializes in delivering competitive intelligence, competitive assessment, black hats, price to win and counter strategy development on complex domestic and multinational programs and captures.

Mr. Neubert is a Commander in the U.S. Navy Reserve. He holds a B.S. in Marine Engineering from the US Merchant Marine Academy, an MBA from Boston University, and a M.S. in Information Systems from the Johns Hopkins University Carey Business School.

Beth McElroy

Senior Market/Competitive Intelligence Analyst

Ms. McElroy has worked in public sector contracting and market research for nearly 25 years, and has managed and presented more than 350 custom market research engagements for more than 100 different IT solution providers. Her client base has included 21 of the Top 25 Federal contractors on the 2017 Washington Technology Top 100 list.

She has a successful track record delivering strategic value to executives and helping clients capture business, on efforts with life cycle values as high as several billion dollars. Her areas of expertise include IT strategic planning, market studies, competitive intelligence, opportunity identification, program capture, and proposal development.

Ms. McElroy holds a B.A. in Communications and MBA in Marketing.

Mr, Kelly has more than 30 years of experience leveraging a strong blend of technical, business, strategy, consultative and presentation skills.

He has completed a significant number of previous engagements in proposal development, capture management, business strategy, market development, competitive analysis, PTW analysis, and the application of e-business strategies and technologies.

Mr. Burnum has over 32 years of Business Development, Capture Management, and Program Operations experience.

He is experienced in Competitive Intelligence, Competitive Assessments, and Price to Win.

Mr. Burnum holds a BS from The Citadel, a BBA from the University of Georgia, and an MBA from the University of Phoenix.

John Andersen

Senior Price to Win Analyst

Mr. Andersen has extensive strategy experience, including serving as PTW/CI lead for 100+ domestic and international captures in the Defense and Civil government sectors. He has developed programmatic, technical, and financial strategies to enhance win rates, while focusing on market conditions, competitive behavior, customer history, and evaluation criteria. John has led PTW and CI activities on all high priority international bids, winning offers in excess of $3.5 Billion.

He holds a Ph.D. in Electrical Engineering from The University of Michigan and has an extensive background in engineering, engineering management, and systems engineering.

Deanna Greene

Lead WRAP Rate Analyst

Ms. Greene has over 19 years of experience in the Aerospace & Defense Industry. Her previous experience includes Operations and Accounting Management at a lead Aerospace Consulting Firm.

She specializes in WRAP Rate Analysis, Competitive Intelligence, and Company Valuation

Ms. Greene holds a B.S. in Business Administration with minors in Chemistry and Biology, has CIP Certification, and is a CVA Candidate.

Erin Miller

PTW, Labor, and WRAP Rate Analyst

Ms. Miller has been working as a Price to Win Analyst for eight years. Her experience also includes competitive assessments and black hats.

Ms. Miller holds a BS in Management from Bellevue University and an AAS in Architectural Drafting/ Design.

Christine Dombrowski

WRAP Rate and Financial Analyst

Ms. Dombrowski has over 25 years of financial analysis experience in the Government Contracting Arena, with expertise in Financial Consolidations, Financial and Government Reporting, and Audits in the areas of accounting, finance and contracts. Her previous experience includes Overhead Analysis, Budgeting, Foreword Pricing, Cash-flow Management and Audits.

She holds a BS in Business Administration and an MBA in Financial Management.

Courtney Kelly

Ms. Kelly assists the team of analysts in their research and administration of WRAP Rate analysis and competitive assessments.

She holds a BA in History from Salve Regina University, where she focused on American Military History.

Rick Ferguson

Price to Win Analyst

Mr. Ferguson has 20 years of active military service in the United States Army and over 15 years of Business Development, Capture Management and Program Operations experience. Rick supported world-wide (24 x 7) Ballistic Missile Defense System operations and multi-national missile defense exercises. While in the military he supported all Desert Storm multi-national Missile Defense Operations in Israel defending the country from SCUD missile attacks.

He holds a BS from Central Missouri University and an MMA and MBA from Webster University.
