Price to Win Analyst – Base Operations Services (BOS) Expert

McNulty & Associates, Inc. is currently seeking a BOS Expert Price to Win Analyst:

Job Description: Analyzes technical requirements and develops competitive pricing models for Base Operations Services (BOS) contracts being developed by or supported by the US Government, both CONUS and OCONUS.

Environment: McNulty & Associates is a small, highly innovative business consulting firm. We specialize in Price to Win and Competitive Intelligence for the government contracting community.

Location: This position is a telecommuting position. Some business travel is required.

Education: BS in Business Administration or similar discipline with relevant experience.

Experience: At least 5 years of hands-on experience in Government Contracting, Pricing, or Cost Volume Management. Domain expertise in BOS contracts and pricing, including development of pricing for complex Logistics, Stability Operations, Operations and Maintenance, Security and Services programs of all contract types (CR, T&M, FFP, GSA, etc.) for federal customers. Must have experience in Aerospace Defense market vertical. Some experience with competitive proposals for federal Government a plus.

Prefer at least 1 year of extensive OCONUS pricing experience in support of opportunities in Europe and/or the Middle East.

Must be able to effectively communicate. Must have excellent writing, spreadsheet, and word-processing skills. Must have notable organizational skills and the ability to perform detail-oriented work. Additional education may be substituted for experience or additional experience may be substituted for education (generally 1.5 years of experience equals 1 year of education.)

Key Requirements of the Position:

 Price aerospace and defense solicitation/RFP
 Evaluate and price CONUS and OCONUS BOS requirements
 Analyze solicitation/RFP requirements and source selection scoring
 Analyze host country labor law, identify explicit and implicit uplifts/allowances, and develop program specific labor construct for PCN, HCN and OCN
 Model competitive and compliant labor rate through fee, direct and incidental materials, and applicable risk
 Develop and deliver total proposed and total evaluated price
 Present and conduct Q&A at technical, operational and executive level
